Нормы расхода топлива и смазочных материалов

Данные рекомендации составлены на основании распоряжения Минтранса РФ от 14 марта 2008 г. N АМ-23-р «О введении в действие методических рекомендаций  о нормах расхода ГСМ (горче-смазочных материалов)». А также  дополнений в распоряжениях Минтранса РФ от 14 мая 2014 N НА-50-р и Минтранса РФ от 14 июля 2015 N НА-80-р. Методические рекомендации нормы расхода топлива и смазочных материалов на автомобильном транспорте с учетом поправок на 2015-2016 годы.

Общие положения

  1. Методические рекомендации «Нормы расхода топлив и смазочных материалов на автомобильном транспорте» (далее — нормы расхода топлив) предназначены для автотранспортных предприятий, организаций, занятых в системе управления и контроля, предпринимателей и др., независимо от форм собственности, эксплуатирующих автомобильную технику и специальный подвижной состав на шасси автомобилей на территории Российской Федерации.
  2. В данных рекомендациях приведены значения базовых, транспортных и эксплуатационных (с учетом надбавок) норм расхода топлив для автомобильного подвижного состава общего назначения. Так же нормы расхода топлива на работу специальных автомобилей, порядок применения норм, формулы и методы расчета нормативного расхода топлив при эксплуатации, справочные нормативные данные по расходу смазочных материалов и специальных жидкостей, значения зимних надбавок и др.
  3. Норма расхода ГСМ применительно к автотранспорту подразумевает установленное значение меры его потребления при работе автомобиля конкретной модели, марки или модификации.

Нормативное значение расхода топлива. Легковые автомобили отечественные и стран СНГ

Калькулятор ниже пытается выполнять расчет расхода топлива в соответствии с методическими рекомендациями «Нормы расхода топлив и смазочных материалов на автомобильном транспорте», введенными распоряжением Министерства транспорта РФ от 14 марта 2008 г. N АМ-23-р.

Калькулятор создан по запросу Калькулятор расчет норм расхода топлива для легкового транспорта., благодаря пользователю Любови, любезно заполнившей справочник Легковые автомобили отечественные и стран СНГ.

Понятно, лучше всего прочитать указанные методические рекомендации (в интернете везде есть), но для ленивых изложу вкратце суть дела. Рекомендации нужны для оценки расхода топлива при работе автотранспорта. Для каждой модели автотранспорта есть базовая норма, выраженная в литрах на 100 километров, приведенная в рекомендациях (см. справочник Легковые автомобили отечественные и стран СНГ).

Но жизнь, как известно, вносит свои коррективы. Вот эти-то коррективы и пытаются учесть методические рекомендации. В соответствии с ними нормативное значение расхода топлива должно вычисляться по формуле

D — коэффициент (суммарная относительная надбавка или снижение) к норме, %

Поправочный коэффициент это сумма всех применимых в данный момент коэффициентов. Например, при работе автотранспорта в зимнее время в зависимости от климатического района норма может повыситься от 3 до 20%. Тоже самое при эксплуатации машины в условиях высокогорья, в условиях большого города, ну и так далее. Идея, я думаю, ясна.

Для неочевидных параметров всплывает подсказка, если на текст параметра навести мышку, например, такая подсказка есть по параметру «Работа на дорогах общего пользования со сложным планом».

Коэффициенты из рекомендаций берутся максимальные, ну и используются только те, которые, по моему разумению, можно применить к автомобилям. Так что замечания и предложения приветствуются.

Ситуация

Работник торговой организации направлен в командировку на легковом автомобиле Renault Duster 2.0i, принадлежащем организации. Автомобиль оборудован 4-ступенчатой автоматической коробкой передач (АКПП), кондиционером, работает на бензине.

В соответствии с заданием работник следовал по маршруту Минск — Жодино — Могилев — Минск.

Пробег автомобиля составил:

1) по городам:

— Минск — 5 км;

— Жодино — 3 км;

— Могилев — 8 км;

2) по дорогам с асфальтобетонным и цементобетонным покрытием за пределами населенных пунктов (далее — загородные дороги):

— Минск — Жодино — 70 км;

— Жодино — Могилев — 169 км;

— Могилев — Минск — 199 км.

Приказом руководителя к линейной норме расхода топлива применяется повышение (понижение) по следующим основаниям <*>:

Учетной политикой установлено, что учет топлива ведется в литрах с точностью два знака после запятой.

Линейная норма расхода топлива

На автомобиль Renault Duster 2,0i с 4-ступенчатой АКПП установлена обязательная к применению линейная норма расхода топлива (далее — линейная норма) — 9,8 л/100 км <*>.

Повышение (понижение) линейной нормы

К линейной норме расхода топлива применяются повышения (понижения) по отдельным основаниям <*>. Повышение (понижение) устанавливаются приказом руководителя <*>.

В рассматриваемой ситуации повышение линейной нормы производится при эксплуатации автомобиля <*>:

1) в городах с численностью:

— от 100 тыс. до 300 тыс.чел. — не более 5%;

— от 300 тыс. до 1 млн.чел. — не более 10%;

— от 1 млн. до 3 млн.чел. — не более 15%;

— свыше 3 млн.чел. — не более 25%.

По данным Белстата, численность населения на 01.01.2018 составляет:

— в Минске — 1982444 чел.;

— в Могилеве — 381353 чел.;

— в Жодино — 64559 чел.

В нашей ситуации применяется повышение линейной нормы при эксплуатации автомобиля:

— в Минске (население от 1 млн. до 3 млн.чел.) — на 15%;

— в Могилеве (население от 300 тыс. до 1 млн.чел.) — на 10%.

При эксплуатации автомобиля в Жодино повышение не применяется, т.к. численность населения меньше 100 тыс.чел.;

2) оборудованного кондиционером. Линейную норму можно повысить не более, чем на 7%. Повышение устанавливается независимо от времени года и температуры наружного воздуха.

В рассматриваемой ситуации автомобиль оснащен 4-ступенчатой АКПП. При эксплуатации автомобилей, оборудованных АКПП, допускается повышение линейной нормы не более, чем на 6% <*>. Вместе с тем для нашего автомобиля линейная норма установлена с учетом АКПП. Поэтому такое повышение не применяется.

Понижение линейной нормы производится при эксплуатации автомобиля на загородных дорогах. Такое понижение возможно не более чем на 15% <*>.

При применении одновременно нескольких повышений (понижений) нормы расхода топлива нормируемый расход топлива устанавливается с учетом их суммы или разности <*>.

Расчет нормируемого расхода топлива

Норма расхода топлива рассчитывается по формуле:

Пi — расстояние, пройденное автомобилем в определенных условиях эксплуатации (пробег), км;

ki — коэффициент корректировки линейной нормы расхода топлива в этих условиях эксплуатации.

Коэффициент 0,01 применяется в связи с тем, что пробег определяется в километрах, а линейная норма установлена на 100 км.

But the official rating probably is not your very own actual fuel economy. The EPA puts cars on rollers in a lab and runs them through a very specific set of tests. You, on the other hand, drive like a maniac. Thought you’d have to remember what the heck a reciprocal was all on your own? Relax. So, using the Lamborghini example above, it’s 1 divided by 12.5 and for the Geo Metro, it’s 1 divided by 37.7. 90012 90011 The answer is your car’s gallons per mile. So that’s 250 miles divided by 12.38 gallons, for a kind of sad 20.19 mpg average. According to the EPA, the combined score for my car was supposed to be 21 mpg, so I’m a little low. They also have the average user’s mpg, which is 26.9 mpg.
